1. Purpose of the Position
The Document Production Controller is responsible for the controlled creation, editing, updating, distribution, and archiving of all manuals and controlled documents essential to SoltAir’s AOC, ATO and CAMO functions.
The role ensures that all documentation is:
- Current, accurate, traceable and readily available to end users,
- In compliance with UAE GCAA regulations, applicable CAA requirements, IOSA standards (if applicable), and SolitAir internal policies and procedures,
- Properly managed within the WebManual system and/ or any other approved electronic documentation platforms.
The Document Controller acts as the custodian of all controlled manuals and technical information for AOC, ATO and CAMO.
2. Key Duties and Responsibilities
2.1 General Documentation Control
- Act as the guardian of all internal manuals and controlled documents related to Flight Operations, ATO and CAMO (including but not limited to: OM-A/B/C/D, MEL, QRH, AFM, FCOM, ATO manuals, CAME, AMP, MOE-related documents, forms, bulletins, notices).
- Ensure production, revision, approval, publication and control of all in-house publications in accordance with SolitAir procedures and quality standards.
- Maintain a Master List / Register of all controlled documents (soft and hard copy where applicable), including issue numbers, revision status, effective dates, and distribution lists.
- Ensure that only current and approved versions of manuals and documents are available to users and that obsolete versions are withdrawn and archived according to procedure.
- Track and follow up on Document Change Requests (DCRs), from initiation to final publication.
2.2 Coordination with Stakeholders
- Coordinate with document owners and SMEs (e.g. Head of Flight Ops, Head of Training, CAMO , Safety & Compliance, Ground Operations, Cargo, Dispatch & AVSEC) to ensure content accuracy and timely updates.
- Communicate with regulatory authorities, OEMs, vendors and service providers when required regarding documentation updates, subscriptions, and technical publications relevant to SolitAir and its Boeing B737 fleet.
- Liaise with internal departments (Flight Ops, Training, CAMO, Maintenance, Ground Operations, Dispatch, Cargo, AVSEC, Safety & Compliance, IT) to resolve documentation-related issues and align documentation structures and formats.
2.3 WebManual & Electronic Systems Administration
- Administer and maintain WebManual as SolitAir’s primary document management platform for Operations, ATO and CAMO manuals.
- Ensure that the WebManual database is accurate, secure, and up to date, including user access, roles, privileges, and access rights in accordance with document owners’ instructions.
- Upload, publish and control:
- Flight Operations Manuals and associated documents,
- ATO training manuals and syllabi,
- CAMO manuals and airworthiness documentation,
- Notices, Bulletins, Temporary Revisions, and other controlled publications.
- Ensure that all changes are properly tracked, version-controlled, and traceable within WebManual.
- Coordinate regular back-ups of electronic document repositories in accordance with company IT and data security policies.
2.4 Manual Customisation & Technical Publications (Boeing B737)
- Coordinate the customisation and maintenance of OEM manuals (e.g. MEL, QRH, AFM, FCOM and other Boeing B737 publications) in line with SolitAir’s approved configuration, operational policies, and applicable regulations.
- Ensure that revisions from Boeing and other OEMs (engines, components, etc.) are received through subscriptions/portals and are evaluated, recorded, distributed and implemented where applicable.
- Maintain and update the aircraft technical library (electronic and, where applicable, physical libraries) used by Flight Crew, Dispatch, Engineering, Maintenance and CAMO.
2.5 Review, Approval & Quality Assurance
- Ensure adherence to the document amendment process, including internal technical review, quality review, management approval and, where required, regulatory acceptance/approval.
- Monitor document review cycles, send reminders for review/expiry dates, and follow up with document owners to ensure timely reviews.
- Ensure all documents are produced and presented in the approved format and in line with SolitAir’s Quality & Compliance standards, ensuring standardisation and consistency across manuals and departments.
- Prepare and maintain supporting records such as drafts, review comments, approval records, publication reports and distribution logs.
2.6 Distribution & Library Management
- Administer the distribution of publications to internal and external stakeholders including: crew, instructors, dispatch, maintenance, line stations, MROs, ground handling agents, cargo handlers, security providers, and other service providers as applicable.
- Maintain and regularly update:
- Master control files for all company-approved and in-house manuals,
- Master control file for forms, with nomenclature and numbering concept,
- Distribution lists for all manuals and vendor publications.
- Ensure timely updating of the Digital Library with corresponding forms, manuals and instructions.
2.7 Audit Support & Compliance
- Coordinate and prepare documentation for internal, external, regulatory and IOSA audits related to documentation control, manuals and libraries.
- Ensure all documentation required for audits is accessible, current and traceable.
- Record and monitor audit findings related to documentation, support the implementation of corrective and preventive actions, and ensure effective closure of findings.
3. Qualifications & Experience
3.1 Minimum Qualifications
- Bachelor’s degree / Diploma in Aviation, Engineering, Information Management, Business Administration, or other relevant discipline;
- OR secondary education with relevant aviation documentation/control experience.
- Training in Document Control / Quality Management / Records Management is an advantage.
3.2 Experience
- Minimum 2–3 years of experience in an airline, ATO, MRO, CAMO or OEM environment, preferably in documentation, quality or compliance functions.
- Demonstrable experience managing technical manuals or controlled documents (Flight Ops, CAMO, Maintenance or Training).
- Prior experience with electronic document management systems (e.g. WebManual or similar) is highly desirable.
- Familiarity with Boeing B737 documentation and OEM publication processes is an advantage.
4. Knowledge, Skills & Competencies
4.1 Knowledge
- Good understanding of:
- Airline and CAMO documentation requirements (OMs, CAME, ATO manuals, MEL, etc.),
- Basic SMS & Quality Management concepts (documented information, configuration control, traceability).
- Knowledge of Boeing B737 operational and technical documentation structure (FCOM, QRH, MEL, AMM, etc.) is an advantage.
4.2 Skills
- Strong organisational skills with attention to detail and accuracy.
- Good written and verbal communication skills in English.
- Proficient in MS Office and comfortable with web-based applications and portals.
- Ability to prioritise multiple document changes and meet deadlines.
- Good interpersonal skills to coordinate with multiple departments and external entities.
